The throw is simply called tsuri goshi, over or under, it doesn't matter (go see the Kodokan demonstration). There are no "O tsuri goshi" or " Ko tsuri goshi" in the Kodokan nomenclature.

I used to do kubi nage like this, over the leg in a tai otoshi-like way. But I've change it and now bring uke over the hip more like koshi guruma. It seems to work better that way.

That's O'Tsuri Goshi. Ko Tsuri Goshi is under the arm. but nice throw

In Tai otoshi your arm is behind the back. Harai goshi is a hip throw Not the same
