The reason the external drives are cheaper than buying a separate drive is because manufacturers use their worst grade HDDs in them...they are not intended to be used in a PC. Why? Because external drivers are not designed to be plugged in all the time, which is how they get away with using high failure rate drives, since they are typically only used when transferring files which keeps their hours low. I guarantee you cannot even find that exact Seagate drive sold separately.
