The yetzer hara for תאווה (desire) and גאווה (pride) one must vet. The former there are halachos to safeguard but for the latter one needs ears to hear and a heart to know. For instance, when someone meets a talmid chacham who is stoic it is easy to respect him, like everyone else, and not to hear what he says that shows he’s a narcissist.

Sadly so I have a huge experience with sexual abuse from very different sides. Your words only touch the surface of how this behaviour manifests itself. After many years of observation I start with one sentence : mr. Walden used your blind spot in your community. So you have to work on your blind spot. Search, find, analyse, expose your blindspot and the light will blow away the darkness. This is an internal problem not an external one. It takes a lot of courage to change from within. Elie Wiesel mentioned in one of his books that this behaviour existed in your society.

His books should be buried.
