@@wingolauchsiknimat What are you talking about...he's the "king" of his city/hold. He's a part of the government of Whiterun, and by extension, Skyrim. Yeah there's a war going on so the Jarls are sort of sidelined, but they're meant to hold power lore-wise (it's mentioned in game that the Jarls are meant to convene to choose a new High King).
