I don’t think you can legally cut anything on their side of the boundary actually. You can legally cut any branches which overhang YOUR garden but anything on their side or anything which causes life damage to the tree is illegal I believe. Also, whilst it is the law to offer the offcuts back (because it’s technically their property, if it’s their hedge), you don’t HAVE to return them, you could be neighbourly by having a conversation/dispose of it yourself. I’m not really surprised that your neighbours weren’t happy. I do agree that they are beasties that can get out of hand though.
