The focus on training teachers, and school expansion might get constrained until we reach the final system. The factors will change as the operations scale over the years and will not remain same for a period of 20 years. Can that also be added to the model?

It is interesting to note that one of the elements of agency - “control” - is framed from the agent’s perspective than from a system perspective. IMO, “Control” is more a structural feature of a system that results in an agent outcome (degrees of freedom). Thoughts?
