You bought a fake watch! Look at some YT videos for the "PRS 516 fake". There you will see, that the small Dial isn't spinning all the time, while you use the Stopwatch. It will only spin, when you stop. Greetings from Germany
It's supposed to do that helps save the battery if your referring to the 1/10 chrono dial not spinning after a minute of running the stop watch. It moves to the current time when you hit stop to give you a reading. Totally normal now you know.
What is the length lug to lug? This appears to be the one measurement that watch brands never supply. Only the lug width. Inconvenient! My ideal watch size is 40-42mm.
