In my country they clean the storm drains regularly with heavy machines, not after the streets are flooded.

The roads used to be swept Drains were cleaned out by a sludge gulper each summer - the roads were tared and gritted every 3-4 years, this kept the surface sealed - water didn't get in and potholes were a rarity. Another spell of Tory cuts and there will be better roads in Turkey than in the UK!

Many drive by but only one has the presence of mind to take remedial action.

Should get a city pay check for all this work .

Why not use a pry-bar and lift the grate off and the water will drain freely.
