Yes please. It's actually mandatory for every level. if you are applying for Chinese taught program, then you will need your Chinese HSK Proficiency Cert. But if it's English taught, then you will need a letter from your previous institution to state that you were taught in English Language

Make sure you know the very source of these opportunities. The laws are basic but sometimes confusing and keeps changing. For the food and others, you will adapt asap.
