Energy Transitions Commission
The Energy Transitions Commission (ETC) is a global coalition of leaders from across the energy landscape working together to accelerate the transition to a zero-emissions future. We develop transition roadmaps and tools building on robust analysis and extensive exchanges with experts and practitioners across energy-intensive value chains. We provide thought leadership on pathways to limit global warming to well below 2°C, and ideally to 1.5°C by 2050.

How to reach net-zero: Developing Technology and Business Models
Reaching net-zero by mid-century will rely on massive, clean electrification. There are six critical actions for the 2020s that will enable that necessary scale up in electricity deployment.
The sixth, and final, action is to increase financial and business commitments from the economy’s biggest players towards decarbonisation. With the right private & public sector policies and investment, the transition to net-zero can happen quicker and cost less. Funding and implementing strategies for research & development is crucial to accelerate the deployment of key electrification technologies.
Watch the video to find out what other actions are needed to ensure a prosperous, greener economy is in reach.

How to reach net-zero: Unlocking Financial Flows
Reaching net-zero by mid-century will rely on massive, clean electrification. There are six critical actions for the 2020s that will enable that necessary scale up in electricity deployment. The fifth action is to unlock financial flows for investment, especially in lower-income countries. On average, investment of $3.5tr a year is needed globally between now and 2050 and 70% of this is in the ...
How to Return Confidence in Offshore Wind Sector
Offshore wind is vital for the clean energy transition. It can generate electricity when the sun isn't shining and doesn't compete for land use. Now is a critical period to rapidly accelerate wind capacity if the world is to achieve net-zero emissions by mid-century. To be on track to install the capacity required for the transition to clean electricity, the ETC recommends governments should do...
Are Recent Cost Increases in Offshore Wind Temporary or Permanent?
Offshore wind is already delivering large-scale clean electricity at a competitive cost around the world. After a period of about 10 years in which there had been a dramatic fall in the cost of offshore wind, 2022-2023 saw a set of factors leading to rising costs in some markets - primarily in the UK and US. While increases were significant, they’re mostly expected to be short-term. Costs in We...
The Role of Offshore Wind in the Energy Transition
Offshore wind is already delivering large-scale clean electricity at a competitive cost around the world. In Western Europe, costs fell 60% between 2015-2022. Installations are growing rapidly. From 2015 to 2023, global capacity has expanded sixfold from 12 to 74 GW, already producing energy for around 90 million households, and with vast potential to scale further. Estimates from the Internati...
Is the Offshore Wind Sector in Crisis?

From 2015 to 2023, global capacity has expanded sixfold from 12 to 74 GW, already producing energy for around 90 million households, and with vast potential to scale further. How to reach net-zero: Planning & Permitting
Reaching net-zero by mid-century will rely on massive, clean electrification. There are six critical actions for the 2020s that will enable that necessary scale up in electricity deployment. The fourth action is having appropriate planning and permitting to speed up implementation. Local and national governments will need to streamline planning, permitting and land acquisition processes, ideall...
How to reach net-zero: Infrastructure and Skills

Reaching net-zero by mid-century will rely on massive, clean electrification. There are six critical actions for the 2020s that will enable that necessary scale up in electricity deployment. The third action is building the infrastructure and skills required for simultaneous mass electrification and power system decarbonisation. Digitalised and expanded transmission and distribution networks ar...
How to reach net-zero: Incentives for clean electrification
Reaching net-zero by mid-century will rely on massive, clean electrification. There are six critical actions for the 2020s that will enable that necessary scale up in electricity deployment. The second action is setting up appropriate incentives for renewables deployment. This includes power market design as it can make or break the investment case. To incentivise clean electrification, we will...
How to reach net-zero: Clear and binding targets
Reaching net-zero by mid-century will rely on massive, clean electrification. There are six critical actions for the 2020s that will enable that necessary scale up in electricity deployment. The first action is for countries to set clear, quantitative targets aimed at electrifying their economies (e.g., electric vehicle sales) and decarbonisation of their power systems (e.g., wind and solar cap...
How to finance the energy transition
Finance is a key enabler in the energy transition. Two conceptually different categories of financial flow will be required for the transition - investment and concessional/grant payments. With the right government policies in place, investment will come primarily from business, whilst concessional/grant payments will need funding through voluntary carbon markets, philanthropy and governments T...
The real reason wind & solar projects are being held back
We explain four common misconceptions about why wind & solar projects are being held back. The real issue is that it currently takes up to four times as long to plan and permit renewable projects than it does to build them. By streamlining processes, the ETC estimates project development times would be halved. To find out more, read the ETC’s Insights Briefing 'Streamlining planning and permitt...
Why achieving a net-zero economy is within our reach
This second episode of our Clean Electrification series looks at the reasons why a net-zero future is achievable. Primarily, because the key technologies and business solutions necessary are either already available or almost within reach. With the cost of renewables falling rapidly, generating clean energy from wind & solar is cheaper than fossil fuels across most of the world. Thanks to low-c...
How to achieve a net-zero economy by 2050
Today, about 80% of our energy comes from fossil fuels. To limit global warming to below 2°C and as close as possible to 1.5°C, the world must reduce greenhouse gas emissions to net-zero by mid-century. A net-zero economy by mid-century is technically and economically feasible, and is built on abundant, cheap zero-carbon electricity. Transitioning to electricity as the main source of final ener...
