Believe it or not, when we first did pole top rescue training back in the 70's, as the groundman, I brought LIVE linemen down on a handline myself. They hated it. The company eventually bought a 180 lb. rescue dummy for annual training.

how does that screw driver hold the weight of a person?

The friction around the pole holds a great deal of the weight. There is also no leverage on the screwdriver as the line stays close against the pole, so it works well enough.
