The law in the Philippines that requires a motorcycle to have atleast 400cc of engine displacement to be allowed passing the expressway is absolutely outdated. The Republic Act 2000, also known as the "Limited Highway Access Act" which mandates the motorcycle to be allowed to pass on the expressway within atleast 400cc of engine displacement, is now for today's generation is obviously a kind of an outdated and obsoletely concepted. The said law is honestly "Out of style" if we implement it on our modern technology of motorcycles today. It is 67 years old now, since it's creation in 1957 during the term of Carlos P. Garcia as President of the Philippines, and if we study the history of technology, it's 400cc implementation is now obviously obsolete and unconstitutional for our current generation. Because, during the time when that law created, the technology of manufacturing motorcycles was limited. And the moment when RA 2000 became a law in 1957, the Philippine government was under the "1940 Constitution" which created under the presidency of Manuel Molina Quezon. Comparing on our current year 2024, that we're now already using the 1987 Constitution. So, it is now a high-time to reform that expressway requirements, for the sake of our average earner riders. To be honest, the price of any 400cc motorcycle is unfathomable for our common citizen.
