The title, while a question attempts to answer itself with an unobtainable over unity reaction of deuterium (readily available) and helium3 ( rare to non-existent on planet earth). Helium 3 can be made in the deuterium-deuterium fusion reaction as well as the highly radioactive Tritium. Helion will never breed usable helium 3 or tritium in the D-D reaction which will also occur whether they want it to or not.

If controlled fusion generation ever becomes a reality, our world will change for the better! People really do not understand why this is such a big deal. This will be up there with the discovery of making IRON from Iron ore. This will CHANGE EVERYTHING! We are still in the IRON Age, we will no go into the FUSION AGE!!! This is like putting your money in a piggy bank and taking out more money than you put in! There will be no need for any other power source! Solar, fracking, coal, nuclear, and whatever else there is, will become out dated. Even electric cars might not even be necessary. Why because Fusion real working controlled Fusion can convert water to hydrogen and hydrogen motors might become a reality. The byproduct of hydrogen motors is water!

Thisi is ridiculous. What ever fusion reactor is used, it will generate a lot of heat. You need to cool it down. The efficiency of generating electrisity by magnetohydrodynamic methode is about 60%. What about the residual 40%? Are you going to heat athmosphere ( according to Carnot cycle)? As Elon Musk said the best fusion sistem is our Sun. Its reliable, safe and it requres no maintenance. Just lay down solar panels and generat elctricity. Thats so simple.
