I have created a freezone entity in UAE and in US. My advise for anyone to avoid UAE altogether for a startup or even business unless you have great customer base (and you are not a startup), reasons below: 1- UAE freezone or mainland licenses are one of the most expensive licenses in the world. Freezone license costs you minimum 20000 AED/5444 USD per year every year. Still you are not allowed to trade in UAE or do any business anywhere but the freezone, whereas in US the license costs you 350 USD (all included) and you get world class banking, you open a bank account in 30 minutes for your company, you get access to Stripe for online payments (with 2% fees only, with almost all currencies in the world) . 2- All banks (and I mean all of them with no exceptions) in UAE are working tirelessly to make freezone life a disaster! for example Mashreq bank have a minimum of 150000 AED needed in your account as a freezone, on top of that all banks will charge you from 150 AED to 250 AED per month (as a service fee) just because you are a freezone, in my case I spent 2 months running between different banks just to get my corporate account opened (and I had to pay 150 AED per month + deposit 150000 AED), if the balance goes below 150000 you get penalized for 500 AED monthly! The reason I struggled because I had a flexidesk with RAK and banks wanted me to have a normal office in mainland! but my license that I pay 20000 AED a year doesn't allow me to rent in Dubai. 3- If you do any online business where you want to get paid via credit card or paypal, then you are stuck again with some of the worst payment gateways in the world, such as 2checkout.com or payfort.com, you can read their reviews on their facebook page or online to see some nightmare stories. Additionally payfort charges you 450 AED per month in addition to 250 AED for each currency! on top of that each transaction on Payfort costs 3.9% while Paypal can costs you around 9.5%. 4- In UAE there is no laws for most activities (especially innovative ones), the government doesn't have a yes or no rules about most activities. at any moment they can decide to compete with you at your own business, for example Home Cleaning companies will soon or later be replaced by Tadbeer initiative, and no one can complain or talk about it. 5- If you hire people for your business you will need to pay significant amount of fees just to get them their visa and papers, in addition you have to pay 2x or 3x their worth since living in UAE is very expensive. 6- The regulation and rules are very strict in most categories and areas. 7- In the case of bankruptcy or liability of your business, it's normal to find your personal bank (non-business) account frozen and any assets you have in the country taken away or even find yourself in jail. In UAE your business fail then your life should fail as well, whereas in US people tend to incorporate their business to avoid having their personal savings/property liable for business loss or lawsuit and only the company would be affected. UAE is very hostile environment for businesses, just because a few lucky ones survived doesn't mean you have to gamble on it. I would only recommend people to do business in UAE if they already have a customer base and they 100% know what they are doing. If your startup is about online services then avoid UAE at all costs, paying taxes in US or any 1st world country is 10 times better than paying fees for services that you dont use or need on top of paying VAT on everything else.
