Theory: Have you ever wondered why he speaks the way he does? Well,in my opinion it's because if he speaks normally, everything he says becomes a rule: He is the literal Rules Card after all,he has basically the power to mess with the game's rules; he's just holding back. Why though? Well,IMO he's just pretending to be evil,to fool the King and the other Chapter Bosses: if he actually was,why didn't he just say something along the lines of: "the Lightners cannot access any of the Dark Worlds" ? This also explains why his puzzles are so easy; even with all this power,he still doesn't have a Soul,thus cannot seal the Dark Fountains. He just wants Kris to proceed. But why doesn't he use his powers to help them? This could be because the Knight (who isn't Kris,but a separate character) either threatened him,forced him to hold back,or just because Rouxls is scared of them (keep in mind that we still don't completely know how powerful the Knight actually is) Also,again: if he speaks normally, everything becomes a rule: if he says something harmful like "I hope someone breaks both of your legs" ,then the victim will,in fact,find that "someone" who will break their legs,so he can be just holding back to not harm anybody However,something can happen; something that will force him to not hold back anymore; Imagine: all the Dark Worlds are empty,no Darkner is in sight and the Knight was just killed thanks to you (the player) . What's the 1st thing it comes to your mind? "That's basically the ending of the Genocide Route" EXACTLY! The Roaring has been avoided,but there is still a genocidal murderer out there who needs to be stopped: The Knight is no more,everyone's fate is in Rouxls' hands; the sense of dread,fear and even grief he experienced in the past Chapters through the Genocide Route leaves him with no choice; he won't let you harm even the Light World: Rouxls will be the Final Boss of the Genocide Route
