Can maybe Upload your Visualsettings.dat because your Sirens Lights are strong but without that the Car Lights are too Lighted up yk?
I use NVE by Razed, the visualsettings.dat does not control my els lights, reshade does

I do play on PC my specs are Zotac Gaming Nvidia GeForce RTX 3060 TI, T-Force 4x8gb ram, AMD Ryzen 7 5800x Asrock b550 steel legend rings up around $1500 depending on tax and where you buy from, I built my pc but if you go prebuilt it can be a little more expensive if going to same parts.
What kind of PC do you use
