The best start is to take the road towards Ivarstead. You will find the remains of an ambushed khajit caravan and will be attacked by four bandits. Take the loot, which includes a skill book, then continue along the road until the caravan is out of sight. Return to the caravan and three more bandits will have spawned for you to kill and loot. The caravan vanishes when you enter Riverwood (and, I suspect, any other settlement other than Helgen). The loot isn't necessarily better than you get by following your advice, but it is effectively time limited. All of the loot you collected by your method will still be there for you when you come back.

My normal rotation out of helgen is Bandit Camp, Talos Shrine, Standing Stones, Embershard, Anise's Cabin, and then Treasure Chest. I think Ill have to add the sunken chest to it now!

The Thalmor soldier at the Talos Shrine always spawns with a random enchanted item, so its a great way to get an early start!

You can also get the treasure map I and one handed skill book from the unmarked bandit camp. Also on the ridge under Anise's cabin there's always a flawless emerald.
