Former Cal OSHA site safety inspector and surveillance monitor. Most of those "workers" would have to submit a pee test. Management oversight is lacking, best use practice manuals if any. A complete soup sandwich from top to bottom.
I think pretty much everyone in California should submit to a pee test. Most would fail, but speaking as a former LA resident, nobody would care. ;)
