This is Davao History · Samal Casino Hotel by Antonio V. Figueroa Regarded as the city’s first integrated resort development initiative and the first blue-chip Brunei Darussalam Indonesia Malaysia Philippines - East ASEAN Growth Area (BIMP-EAGA) project in Davao, Samal Casino Hotel was planned as a US$50-million resort built on a 250-hectare Kaputian land, in Samal, Davao del Norte. Hatched in 1993 during the visit of President Fidel V. Ramos in Malaysia, the tourism plan, which was the idea of Sarawak-based Tan Sri Datuk Ting Pek Khiing, chairman of the Malaysian investment firm Ekran Berhad, was approved by Malaysian prime minister Mahathir Mohamad. In response to Ramos’ visit, Khiing and a group of Malysian businessmen visited the country in April 1993 and were shown the blueprint of the country’s tourism development in the next two decades. The master plan proposed Samal as an ideal site for resort development with goals to cater to emerging markets in Asia. Highlight of the visit was the signing of a memorandum of agreement between Ekran Berhad and the Philippine government. To immediately put on track the venture, Ramos, not too long thereafter, issued Proclamation 1212, declaring Samal as a special economic zone. Ekran Berhad was a publicly listed Malaysian investment holding company with interests in housing, construction, and tourism. It constructed the Malaysian five-star, 267-room Sheraton Langkawi Hotel in record 100 days and the 300-room Delima Resort Hotel, in 53 days. It also operated the biggest power infrastructure project in Malaysia costing US$5.44 billion. The project, unveiled on Nov. 18, 1994 in Davao City, was an bold undertaking that included a 19-hectare beachfront with 300 units of hotel and other accommodations, 3,500-square-meter ballroom and functions rooms, a casino, shopping, dining, and recreation facilities, and “1,720 units of hotel resort rooms, vacation homes, a championship 18-hole golf course, club house, restaurants and a shopping entertainment complex.” The casino-resort, conceived as the Las Vegas of the East, launched its soft opening on April 20, 1998 but slated its full operation in July when the casino, cockfighting arena, and 300-room hotel were completed. In the pipeline was the construction of the golf course, marina, shopping mall, and retirement village. The Asian financial crisis forced it close shop over two years later. The plan to reopen Samal Casino Hotel was tabled for discussion in 2007 during the 2nd BIMP-EAGA Chief of Ministers, Governors and Heads of Local Government Forum in Davao City. Minister for industrial development Datuk Ewon Ebin, who articulated the intent of his government to support the reopening of the casino, led the Malaysian delegation. Nothing came out of the conference. It was only in 2012 that news of the multi-billion-peso project reopening was again floated after the plan to transform Samal into a premier tourism destination was pushed by the new island-city mayor. Again, the idea did not fly. In 2016, Michael Ting, son of Ekran Berhad’s founder, revived afresh the idea to reopen the casino-hotel to recover the billion-peso invested in the project. Officials from the island-city, in response, travelled to Kuala Lumpur to discuss with company officials the proposed reopening but the deal fell through after the investor asked to condone its P50 million unpaid taxes. For its part, the Tourism Infrastructure and Enterprise Zone Authority, an agency under the Department of Tourism, reviewed the idea of subleasing the casino resort that same year and looked into the failure of Ekran Berhad “to observe the terms and conditions of [its] contract.” TIEZA wrote the Malaysian investor to clarify if it had any plan in case it still had the interest to reopen the casino-hotel. Ekran Berhad responded by saying it was looking for investors in the next two years but did not clearly stipulate whether they would reopen. Given this development, TIEZA disclosed its option to explore all legal remedies, including the end of the sublease and the full development of the property. To jump-start the alternative, the agency started discussions with the cooperative, which had signed a lease agreement with TIEZA in 1994, to ascertain the next steps to develop the Samal Island Tourism Estate (SITE). (BIMP-EAGA was originally known as The Polygon, a term introduced by Syvelyn J. Tan, then trade and industry regional director for southern Mindanao and 1989 Ten Outstanding Young Men (TOYM) awardee for government service. It referred to the eleven provinces first chosen to comprise the growth quadrangle in the Association of Southeast Asian Nations.)
