hey now, he just asked if it is an anime or not, im a touhou fan and 7 years ago i didnt know what was touhou, and sometime ago you didnt knew too, is it to much to say "no, its just a hell of a shooting game with epic remixes of all character themes" now we know that if anything exists, there is a touhou version about it xD
