አጋልጥ!!! እንደሚታወቀወ ብዙዎቹ የ ኢንሹራንስ ኩባንያዎች በዘንድሮ የበጀት አመት 2023/2024 በ የፋይናንስ ዝግጅት እና አቀራረብ አዋጅ ቁጥር 847/2006 በአስገዳጅነት ሊተገበር ይገባ የነበረውን የአለም አቀፍ የሂሳብ አያያዝ መርህ (IFRS) ህግ IFRS 17 (Insurance Contract) ሳይተገብሩ በመቅረታቸው እስካሁን በይፋ የአዲት ሪፖርታቸውን ለህዝብ ይፋ ካደረጉ የኢንሹራንስ ኩባንያዎች እንደተገነዘብነው እንዲሁም አመታዊ የኦዲት ግኝት እንደሚያረጋግጠው ኢንሹራንስ ኩባንያዎች ያቀረቡት የሂሳብ ሪፖርት የ አለም አቀፍ የሂሳብ አያያዝ መርህን (IFRS) ያልተከተለ እና አሳሳች (qualified) እንደሆነ የውጭ ኦዲት ሪፖርቱ በግልፅ ያሳያል። ይህ ደግሞ ኢትዮጵያ በ አዋጅ ቀጥር 847/ 2006 የተቀበለችውን ሙሉ የ IFRS ትግበራ የሚፃረር ህገ- ወጥ ድርጊት ሆኖ ሳለ ከፍተኛ ትርፍ አገኘን ወዘተ በማለት የሚቀርበው ዘገባ አሳሳች እና አለም አቀፍ የሂሳብ አያያዝ መርህ ያልተረጋገጠ ስለሆነ ጥንቃቄ ይደረግ። IFRSs Paragraph 16 of IAS 1 requires that an entity whose financial statements comply with IFRSs shall make "an explicit and unreserved statement" of such compliance. An entity shall not describe financial statements as complying with IFRSs unless they comply with all the requirements of IFRSs. አስገራሚው ነገር ይህንን የ IFRS 17(Insurance Contract) ህግ የኢንሹራንስ ሴክተሩን በእጅጉ የሚመለከት ከመሆኑ አንፃር እንዲሁም ይህንን ህግ ለመተግበር ይረዳ ዘንድ በሃገር ውስጥ እንዲሁን በውጭ ሃገራት ህጉ ከወጣበት እ.ኤ.አ. ከ 2017 ጀምሮ ስልጠናዎች፣ ወርክሾፕ እና ሴሚናሮች ሲሰጡ እንደነበር እንዲሁም ከሁለት አመት በፊት ደግሞ IFRS 17 ሙሉ ትግበራው እና ስልጠና መቀመጫውን ናይሮቢ ኬንያ ካደረገው Pwc ከተባለ የአለምአቀፍ አማካሪ ድርጅት ጋር ሁሉም ኩባንያዎች ( በ Association of Ethiopian Insurers) በኩል በጋራ ውል ተገብቶ እንደነበር ይታወቃል። ያልገባን እና ያልተረዳነው ነገር ፤ ~ እ.ኤ.አ. ከ 2017 ጀምሮ ለ ሰባት አመታት ያህል ይህንኑ ህግ ለመተግበር በሚል በዱባይ፣ በኬንያ፣በታንዛንያ፣ በደቡብ አፍሪካ ውዘተ በብቸኝነት በመዘዋወር ስልጠና እና ወርክሾፕ ሲወስዱ የነበሩ ባለምጡቅ አእምሮ(The Super Geniuses) ባለሙያዎች የት ገቡ? ምንስ አገኘብን? ይህንን አለአግባብ በስልጠና እና ወርክሾፕ ስም የወጣ የውጭ ምንዛሬ ኪሳራ ማን ይተካል? ~ ከ Pwc ከተባለ ተቋም ጋር የ IFRS 17 የትግበራ እና ስልጠና ማማከር ኮንትራት በከፍተኛ የውጭ ምንዛሬ ውል ተይዞ እንደተነበር እንዲሁም በውሉ መሰረት የተለያዩ ክፍያዎች ሲከፈሉ ቆይቷል። ይህ አለብአግባብ የወጣ ከፍተኛ የውጭ ምንዛሬ ኪሳራስ ማን ይተካል? ~ በአዋጅ ቁጥር 847/2006 ክፍል 3 ምዕራፍ አንድ ቁጥር 1(ሀ) እና ክፍል 7 ቁጥር 38 እንዲሁም በአንቀፅ 43(4) በግልፅ እንደተደነገገው ኩባንያዎቹ በ አዋጅ የተደነገገውን ድንጋጌ በግልፅ የጣሱ ሆነው ሳለ የኩባንያዎቹን የበላይ አመራሮችን የኢትዮጵያ ሂሳብ አያያዝና እና ኦዲት ቦርድ ተጠያቂ ያላደረገበት ምክንያት ምንድን ነው? ~ ይህ የ IFRS ትግበራ መከናወን ያለበት በ መመሪያው (IFRS Standard) በግልፅ እንደተጠቀሰው እ.ኤ.አ ከ January 1, 2023 ጀምሮ በሁሉም ይህንን የ IFRS ህግ በተቀበሉ ሀገራት በተመሳሳይ ወቅት መተግበር እንዳለበት ይደነግጋል። ይህ ከሆነ ዘንዳ ሌሎች የጎሬቤት ሃገራት የተገበሩትን የIFRS 17 ህግ ኢትዮጵያ ያልተገበረችበት ምክንያት ምን ይሆን? ሌሎች የአፍሪካ ሃገራት ያላቸው እኛ የሌለን የቴክኖሎጅ (Technology)፣ የአመራር(Leadership)፣ የሰለጠነ የሰው ሃብት ወዘተ ካለ ምን ይሆን? እስኪ እንወቀው ። በኢንሹራንሱ ሴክተሩ ውስጥ በኢንሹራንስ ሙያ ጠበብት ነን የሚሉን የት ገቡ? እነኝሁ ጠበብት( Super geniuses) ወይ አይሰሩ ወይ አያሰሩ እንዲሁ የሃገር ውርደት እና የኪሳራ ምንጭ ሆነው እስከመቼ ይቀጥላሉ? ~ በ በጅት አመቱ (2023/2024) በተለያዩ የኢንሸራንስ ኩባንያዎች ተገኝቷል የተባለው የ ሃብት እና እዳ መግለጫ(Balance Sheet) እና የትርፍ ወይም የኪሳራ መግለጫ (Profit or loss) ከፍተኛ የሂሳብ አያያዝ ችግር እንዳለበት (qualified Opinion) በውጭ ኦዲተሮች ተሰጦበት እያለ ይህንን እውነታ ከ ባለአኪስዮኖች እና ባለድርሻ አካላት በመደበቅ ለመገናኛ ብዙሃን መግለጫ መስጠት፣ የትርፍ ክፍፍል ማድረግ፣ ቦነስ ለከፍተኛ የስራ ሃላፊዎ መስጠት ወንጀል አይደለም? የብሔራዊ ባንክ ዝምታ ለምን ይሆን? ማሳሰቢያ: በቅርቡ ይህንን የተመለከተ ዝርዝር መረጃ ይዘን እንቀርባለን እናመሰግናለን

I am frustrated with Dr. Eyob Mamo's arbitrary decisions. His signature was on Directive ታፓመ/ፓ/87/16, issued on 04/13/2016 EC, which has now been inexplicably revised in October. This revision, effective September 5, 2024, requires goods imported since then to undergo clearance at Modjo Port. As a result, we are unable to clear goods we imported in September and have already sold. This new directive forces us to pay additional duties and taxes on goods that have already been taxed. This lack of organization and professionalism is unacceptable
