Russia has to play catch up, due the falling behind after the collapse of the Soviet Union (and they were well behind even before that happened). With that said, they have a lot of educated engineers and scientists in Russia, they have the needed smarts. Most of their focus will be on Defense needs, but if they could secure more civilian applications that would help greatly with the cash flow. Germany is heavily involved because of its auto, high voltage, agriculture, and machinery businesses. Other EU countries less so. It seems odd that Germany dominates the EU market and favors no tariffs on Chinese EVs because German companies will make their EV's in China. Other EU countries that favor tariffs have little or no auto industry. Norway took an early lead on EV's because it has cheap energy but has no EV manufacturing. Spain favors no tariffs because it knows that its exports to China could draw fire if Chinese EV's get EU tarifs. Spain is also inviting Chinese automakers to come to Spain and build factories.
