No, they weren't. That's why The Warlord System was ultimately abolished. The Warlords were created for three major reasons: 1. To keep the Warlords themselves under control. 2. As a contingency plan against The Yonkos. 3. To take out problematic new pirates like The Worst Generation. The system failed tremendously because: 1. Crocodile took over an entire country, researched the void century, tried to get his hands on Pluton & lost to Luffy. 2. Moria did absolutely fuck all & also lost to Luffy. 3. Boa provided a safe haven for Luffy for 2 years & helped him during The Paramount War. 4. Doffy did every crime imaginable without the World Government ever finding out & lost to Luffy. 5. Mihawk was Mihawk. 6. Jimbei literally said "Fuck The Government" & sided with Luffy. 7. Law attacked Smoker & his crew the first chance he got & was never on the Government's side. 8. Ace killed one of The Warlods. 9. What the fuck did Weevil even do? 10. The most effective Warlord (besides Mihawk) was Kuma & he was literally one software update away from being a Pacifista.

One Piece is not as good as people say. I am okay of people like it thst is fine but after going to dress Rosa I have less desire to continue. I think the story is just all over the place with a lot of it being behind the scenes and the humor is repetitive. The pacing is really so slow especially towards the ending with the last saga cause Oda is coming to an end with his decades old story so no he is trying to get as many people to finish the story together through FOMO. Fans hype this story out way more than it is but makes people join cause they do not want to miss out and I think oda is realizing it so he hides a lot of things in the background. Things like blackbeard having 3 abilities, how strong is Blackbeard, the secret weapon, the one piece (which I don't even think is even the ending), Luffy's mom, that obito looking character, etc.

The warlords' contribution to the marines, is that they take down other pirates, especialy the rookies, and the marines don't have to do anything about that. Also, they can be called and do the goverment's bidding, just like in marineford, because without the warlords, the war would have a very different outcome

They provided a really important part that no one remember. They were a cover for the world government to carry out illegal enterprises without scrutiny or reprisal. Crocodile ran a giant assassination and bounty hunting organization. Doflomingo was incharge of the slave trade and was one of the biggest arms dealers in the world. It also was an easy way to deal with problem pirates without fighting them, like the kujo pirates and geeko.

Mihawk's contribution to the Warlords strikes me as the guy at work who does the least amount of effort possible but puts in enough effort so that you cannot fire him.

11:15 doffy had Moria dead to rights but absolome and hog back traveled to marineford and absolome used his invisibility to hide Moria from Doffy and escaped. That said oddly enough Moria was the only warlord that actually did his job and wasn’t an active threat to the government or actively and consistently disobeyed orders. I feel like the warlord system would’ve worked better if oda fleshed out the bounty hunters. Zoro was the first and only notable one we’ve met but they’re supposedly a force in the one piece world (even if not an absurdly powerful one). If the world government had some powerful bounty hunters at their side as warlords then it’d make a lot more sense than having just a bunch of criminals.

The Warlords don’t really have a job to do, imo. They’re mostly just political relationships to keep the majority of the world under control of the WG. They have different reasons for making them warlords, but it’s not usually to make them soldiers? they’re not vice admirals, they don’t actively serve the Navy. They’re non-state actors that the state is utilizing to keep potential threats at bay. Boa and Mihawk were warlords so that the Marine’s could avoid conflict with them (and vis versa). Boa never did her job, but we do see Mihawk hunting pirates. Jinbe and Kuma became warlords as an act of subjugation by the Navy. They were made to be subservient to suppress their respective people. Crocodile became a warlord to avoid conflict with the navy, but Baroque works was also a large organization that did a relatively good job of controlling the seas near the entrance to the Grand Line which kept things easier for the Marines. Likewise, Moria existed to pick off pirate crews at the back of the Grand Line. Doflamingo knows something that gave him power over the WG. Weevil became a warlord to help them embarrass Whitebeard’s memory, and to crush WB’s crew. We also know Hanafuda actively hunted pirates, likely using it as a cover for his “ancient zoan collecting hobby.” Therefore, we can say he was planted there by Kaido. Lastly, Buggy’s crew served as mercenaries and kept the marines from having to hunt down a bunch of impel down prisoners.

Yes, they were. Doflamingo was the villain of dressrosa and perhaps one of the most iconic villains. Crocodile was the villain of Alanasta, Moria in Trillerbark. Boa was a very important character in Amazon Lily during the timeskip, Kuma was very important during Egghead and Jimbe is a freaking strawhat. Mihawk and Buggy are returning villains/rivals. They are very useful to the story. "But they ate useless in universe and did next to nothing to the government, in fact most of them were more of an issue to the government!" Ah, yes. Who cares?
