    Professor Huang says his view is among the minority of the Chinese economists and people in power, a big surprise to me. This is sad and serious indictment of the Chinese elite. It can not be more obvious that private businesses are the key enabling forces to Chinese economic development and growth. Private businesses can produce more value add with a given asset, more accumulation of capital and high rate of GDP growth. Exponential growth of private capital and economic development go hand in hand.

    The New Great Game frames the mindset of this discussion. An old and Western-centric model of dwindling significance as Asia rises. While the moderator says it all right up front when he talks about how CIPE is part of NED and thus is strongly focused on the legal and regulatory environment, government and democracy. For anyone in any doubt, this is code for '1) which are the places where the political environment allows foreign (our) corporations to steal the family silver without opposition or competition?, 2) where can our banks and corporations function with the most impunity, be allowed to give their workers the least wages, rights and benefits, and most easily avoid paying tax? Any country that doesn't offer such and environment will be criticised as being undemocratic, corrupt and illiberal, dangerous and adversarial. While any country that allows trade with China on models different from our own will be vilified. China is our competitor, we reserve the right to distort, corrupt and invent facts which support our view that anything the US does or supports is wonderful, but that China is an evil neo-imperialist power which cannot be trusted, has always exploited its relationship with its trading partners and must be thwarted at all costs. Such is the baseline for this discussion. I feel sorry for Deborah B (who is by far and away the best expert on China-Africa trade relations in North America) and the others panelists who both believe and know different. They shouldn't have been suckered into attending. I just hope they managed to make some useful connections among the audience to fund or sell their research databases and other activities.
