Unfortunately, it is an unsafe design. The high location of the coupling device above the center of gravity of the car creates a tipping moment. If you start braking in a turn, the trailer can overturn the car, or provoke a loss of control.

When I look at how solid a trailer hitch is built and attached to the body, I can't imagine that it would be street legal in Europe. By the way: VW Beetle has a maximum roof load of 50kg!
