Where do you apply for this program? It doesn't address the application process.

An outside parking lot where the homeless men are on one side and women on the other where they can be issued sleeping bags and mats as a temporary shelter would draw the homeless in that are afraid of being alone. As long as security is provided. The check in times could be 7-830 at night and check out time is 6-7 am in the morning. This would prioritize women and children and elderly for the assessment and be a point of co contact to get into other shelters. Kind of like an overflow. Reducing encampments and providing a more accurate PIT count and i know from experience that someplace to go where your not surrounded by uniforms and walls is a small step towards rehabilitation even if the police make an appearance. Inside this" outside" shelter they would feel like they are still apart of society and have a safe place to sleep outside because there not ready to be enclosed and trapped with the reality of themselves.

To Jim’s comment about”just creating enough housing here inTucson”… what’s the point, if there are no stipulations to actually help people who live here purchase houses? If we’re just creating more houses, and you have property investment companies coming in to swoop them up, then it doesn’t solve the problem at all. And that’s what the affordable housing project an equity plan is supposed to be doing.
