Jorji probably wasn't even thought to be an important character in the first place. In term of game design, jorji first interaction is great. They already gave you the correlation before, but most people don't use it immediately because at first it's not useless. But with jorji, because he doesn't have a passport, it forces you to use the button to get the "refused ticket". So when checking become mandatory to not let criminals escape, the player already knows what this button do and how to use it (and this gameplay is the perfect example for it. Pomy at first wasn't really using the button, she knew it was here but she probably was just using it from time to time.
