If we don't want ppl to dispose of trash in the street, government should create a system for removing garbage from the communities and business centers. Here in the US for example, ppl have trash bins provided by the government for collection which are removed from the communities weekly. It's not enough to just tell ppl to not throw garbage in the streets.
