It's one of the Ending quest called Path of Glory and Nomad dialogues is accessible if you are a Nomad.

it is. it's part of the new base game ending that you can unlock from phantom liberty though to get/ start the quest line certain "requirements" need to be met when playing through the end/ last mission of the DLC

Apparently in this ending, Leon has recovered and wanted to make amends with his victim's families.. Yet in a harsh world like NC, I doubt they'd forgive him.

EDITED You need to be bestie with Johnny Silverhand but there are specific dialogues in order to unlock this quest. Any other dialogue would lock you out for good. During the quest where you look for Johnny's grave at the oil rig, you need to tell Johnny the following: - Fuck that up too - What do you want from me? - Second chance, but this is your last Once you finish speaking to Misty and call whichever love interest, tell Johnny that she should go with Rogue. Then when he ask if you are sure, put your controller down and wait for 5 mins or less. The new dialogue will appear through this method. I tried saying other dialogue, but apparently they don't count. We can be bestie with Johnny, but these specific dialogues solidify your relationship with him. Meaning he will go hell and back for you.

And when you get to the three options, you will need to wait 5 minutes without selecting a option

It's Gwynbleidd. You can only get this from linking GOG cloud Save Data if you have The Witcher 3 in your GOG account.

I'm using wardrobe outfit for full set while my actual clothes are mix of netrunner skill and body armor. The vest I'm wearing gives +25 armor too.
