trains are open from 5am so you can buy tickets in the station. bus I'm not sure

I'll be visiting Nagoya next month in September. What budget do you recommend for 1 week trip?
If you're alone, the safest budget would be around 1000USD (w/o flight and accommodation). This can include entrances to almost all of the attractions we went like legoland, science museum, etc. You can go lower if you're tight on food. Happy trip!
