That is not a French bustle, it's just another version of an American or over bustle. A French bustle is done by installing ribbons or hooks on the inside (or under side) of the dress. When the train is lifted and secured from underneath, the resulting look is a series of cascading folds that flow seamlessly with the dress as if it was designed to be that length.
