The regulations for Charter boats: Two halibut per angler daily bag limit. - One halibut can be any size, one must be less than 28 inches in length. - No annual limit. It was a fish friend. It's brain was primitive and doesn't feel pain the way you might associate with higher animals. And if it Did feel something, even if was intense, what does it matter? This planet deals more with things dying than things living. It's the natural order we live in. Besides friend, most animals do not die of old age.
