The story of foggy jack is like non existent. There's not a whole lot of info on Jacks alter ego. The only time you really see him is in the end of the game and the lightbearer dlc, which is likely not even a real story of events. So it makes me wonder if there really was no Foggy Jack until Jack went off his Joy. Or maybe Joy suppressed the killer in him for some reason.

Blackberry was used by higherup officials and the entire constabulary (probably doctors too) (Apparently this excluded the executive committee as well?). Which begs the question, was jack on blackberry? Or just normal Joy? I suppose you don't need to remember much when you have a stack of notes and a teleprompter.
