Uganda Coffee Development Authority
เข้าร่วมเมื่อ 16 มิ.ย. 2017
The Uganda Coffee Development Authority (UCDA) is a government agency that was established by an Act of Parliament-UCDA Act, 1991-amended in 1994, Cap. 325, and repealed and replaced by the National Coffee Act No. 17 of 2021. Its mandate is to regulate, promote and oversee the quality of coffee along the entire value chain, support research and development, promote production, and improve the marketing of coffee in order to optimize foreign exchange earnings for the country and payments to the farmers.

The European Union Deforestation-free Products Regulation (EUDR), enacted in 2023, poses significant implications for Uganda's coffee industry. This briefing document examines the EUDR's key provisions, analyzes its impact on Ugandan coffee value chain actors, and outlines the necessary steps for compliance.
Key Provisions of the EUDR:
The EUDR aims to curb deforestation and forest degradation linked to products entering the EU market, including coffee. Key requirements for Ugandan coffee exports include:
Deforestation-Free Production: Coffee must be cultivated on land that is not subject to deforestation or degradation after December 30, 2020.
Legal Compliance: Coffee production must adhere to relevant Ugandan laws.
Due Diligence Statement: Exporters must provide a statement for each batch confirming compliance.
Traceability: Operators must track coffee throughout the value chain, enabling geolocation tracing back to its origin, and ensuring compliance with the cut-off date.
Impact on Uganda's Coffee Value Chain:
Over 60% of Ugandan coffee exports are destined for the EU, so EUDR compliance is critical for market access and the sector's economic viability.
The EUDR aligns with Uganda's sustainability goals, promoting traceability and responsible practices.
The EUDR highlights specific actions for different actors:
All Value Chain Actors: Register with the Uganda Coffee Development Authority (UCDA) and integrate with the national traceability system.
Participate in capacity-building initiatives to enhance EUDR knowledge and skills.
EU Operators and Importers: Ensure imported coffee is deforestation-free and compliant with the EUDR.
Conduct thorough due diligence, including origin tracing, risk assessment, and mitigation measures.
Provide documentation proving compliance upon request by authorities.
Farmers and Traders: Furnish necessary documentation and information regarding coffee origin.
Register and obtain unique identifiers.
Cooperate with importers by providing accurate data on land use, deforestation status, and sustainable practices.
To minimize deforestation risks, adopt sustainable farming methods, such as shade-grown coffee and agroforestry.
Quote:
"Uganda's coffee sub-sector is vital to the economy and all value chain actors. With over 60% of the country’s coffee exported to the EU market, compliance with the regulation is crucial to maintain market access and ensure the long-term viability of the sub-sector."
Conclusion:
The EUDR presents both challenges and opportunities for Uganda's coffee sector. By understanding the regulation's requirements and taking proactive steps towards compliance, value chain actors can ensure continued market access, promote sustainability, and contribute to the long-term success of the Ugandan coffee industry.

4:52:20 This is very unprofessional of the MC. He should not have so rudely interrupted this very thought provoking speech by the OSC SG. There are subtle, more respectful ways to inform a speaker that he’s run out of time. The MC is definitely not fit to moderate high level events of this nature. As far as I’m concerned, this was THE speech of this event. It should have been the keynote.
