IIRC, conscripts tend to be PDF from surrounding systems sent to help. Not usually armed civilians. So, largely they’re actually decently trained and equipped and _VERY_ numerous.

the "Masters of Fate" and "the Emperor's Dream" lines really speak to me I wonder how much the Emperor knew of how stacked the galactic deck was against him, how if he didn't do anything, Mankind would be swept away in the tide of horrors unleashed in a war that started and ended millions of years before even the most distant ancestors of humanity even existed I believe the Custodes really are the Emperor's dream for humanity made manifest, or at least as close as he could get to it. A species that need not fear the darkness between stars, that can stand on its own feet, one that will never allow its fate to be decided by outside forces.
