There are very few really productive Islamic countries,Islam itself doesnt encourage higher learning and even then it considers half the population as little more than baby factories .

As many skilled people as there are in emergency situations in Pakistan, they should teach their skills to all those unskilled people and in return the government will pay them compensation.
