If he's bottom right of the map, he's in the underground section. In the pedestrian zone at the stairs going down into the underground parking. (The underground parking is nearby the Christmas tree)

Locations are sometimes randomized, I gave some of the locations to hopefully help with some of them.
Mine is near adac and almost touches osso fuel

absolute trash quest, totally rng dependent and impossible to find the final thief
Which part are you stuck on? Sometimes the thieves disappear and are unable to be found. It's disappointing, but it can be quicker sometimes to restart. You will lose progress.
@@jswat10 i just gave up on that quest and moved to the other ones, since you dont need to finish all the games
