Why did you consider En-0 to be activated ?? Usually we conside enable-1 to be activated so why ?
In this block diagram enable signal is a active low signal, so only en 0 is the active signal.

When VDD is directly connected to ground, wouldn't that lead to a short circuit?
Here I mean it's the low resistance path so the output voltage is zero.
