It is actually very difficult to win the Opium War. But it is possible, specifically you need at least 200 defense battalions in Beijing. The highest military spending, and the Beijing defense corps MUST be led by one or two generals with defense skills. Also you can use your diplomatic points to maintain relations with the United Kingdom, this will delay the war, giving you more time to prepare militarily. Also if you are lucky enough, you can even avoid the war provided you maintain relations with the United Kingdom enough and have zero infamy points. And really if you can you should change your military law to national militia, the current military law of the Qing Dynasty early game is extremely bad
