It sure looks like it. His left hand is on the clutch, his right hand is at his side, no throttle. I don't think he's using the rear break either. Also notice his head, it's pointing/looking where he wants to go. In those circles he's looking over his shoulder. A whole lot of practice.✌🏽

Why do this?
Confidence and skill training. The better you are at controlling your motorcycle, the more likely you'll be able to avoid a crash. Low speed maneuvering is useful for getting around tight spaces in a quick manner, such as having to escape from someone about to rear-end you (something I had to do last week at a yield sign, because the lady behind me was looking for oncoming traffic, and not the two vehicles yielding in front of her).
It’s for confidence>. You never know what is going to happen when you ride and every technical skill is a plus. Unless you are one of those riders that can only ride fast in a straight line. In that case you will never understand what learning skills like this will help you when you least aspect it.

First thing I noticed was the throttle is not working safely. You should never be able to open the throttle and have a maintained speed, it is a safety feature for it to close the throttle. My bike closes the throttle and if it goes down it shuts the motor off. One other thing... where is my city's motorcycle practice lot for this kind of practicing?
@Al Some people can't believe what can be done in the friction zone. They conclude that it's a modified bike or special effect camera work. All it is, is a lot of practice.✌🏽
Are the idles turned up on these bikes to allow the clutch to be used without throttle? Or is mine set too low?
Yeah they seam to be higher than idle. No way would my 883 do this at idle speed.
Throttle lock...aka cruise control set to 8mph
@Al My throttle lock only releases if I hit the front brake
The throttle is at normal rpm. It’s all in the clutch. Steady clutch release into and out of the friction zone. Using momentum to help with the apex of the turn but it’s all in the steady clutch control

The newer HD's don't have the friction style cruise control, so enjoy it while you can.

RLAP -Tons of videos on YT. Jerry Palladio, the Motorman. He has courses offered in almost every state. Three of us rode our bikes out to PA and took the course. We practiced beforehand, and made it through the course. Learn the skills, and then begin the process of building on those skills , every time you take the bike out. Great skills to know, but you gotta practice. Use it, or lose it.
I know Harley engines have lots of torque. Is this Harley just idling, or do they hold the idle up with the cruise control while doing the maneuvers?
On Friction Zone
its not a recommendable training for beginers, but a good demonstration for them that they have to let down their upper body power to bank the body of the motorcycle. he has really a high level skill.
