Where i'm from, blocking someones driveway like that would count as false imprisonment and is seen as a type of kidnapping, the main thing is "you're not allowed to block someones official acces to public road", even *IF* the road "belonged to the HOA" they would still not be allowed to block the acces to public road. Accidentally parking your car in a way that blocks is one thing, but to make a construction? And demand payment (which would require a VERY hard to get permit and first of all would require you to be the private owner of the road) The moment a HOA thinks they have any authority over a non-member property you call a lawyer and prepare for a lawsuit.

I see a monster lawsuit! I'm a farmer's daughter & I know very well how much farm equipment can cost. Especially tractors & combines. That HOA wouldn't survive the lawsuit I would file. I hate HOAs & would love to see a federal law making them illegal. All they are is a people's power trip & they are completely useless. I've a househunting rule: Absolutely NO HOAs! If the realtor I'm working with tries to get me to buy into an HOA neighborhood, that's s huge deal breaker & I will fire the realtor. Why live in an HOA? ( after all what sand person would behave in this manner) that First Certificate is enough to hold her for 24 hours for the express purpose of undergoing a psychiatric examination, and if the Mental Health Professional that administers said examination finds that by her actions, she is a threat to herself of others ( and haven't her actions so far given plain evidence of being so?) They can then request a Judge to sign a "Second Certificate" committing the person so examined to a mental health facility for an indeterminate period of time for the purpose of further evaluation and treatment. The tactic isn't used often but it is there, it's perfectly legal, and I've personally seen its use and successful conclusion, and as I said before she and her minions would never see it coming!

I'd have made a bonfire, with that " petition" and maybe the minivan, they should have had her and her minions arrested for residential picketing illegal in most states with heavy fines and even jail time, a few nights in jail would have them all singing a different tune!

Yeah, what John did was malicious. He should have just turned off all water to the shower, not just the cold. He could always just turn it on whenever he wanted to use it himself. Neighbor would have soon tired of the game & John could simply leave the supply on again after that. The whole story is most probably complete fiction though. It's one thing to passively deny reward, quite another to provoke with retribution such as hot water or filing for trespass as noted below. If you actively pursue some kind of payback. it generally escalates the conflict making the situation worse for both parties. Better to simply remove supply.
