I have just finished reading the extensive 2019 analysis of housing markets around the world. Among the many public policy issues tackled, the problem of ever-rising land prices is one that is solvable by the (economically but not politically) simple step of (a) determining the potential annual rental value of all locations in a city; and (b) public capture of this value while exempting property improvements from the city tax base. This will cause owners of land to bring the land held to its highest, best use (or sell to someone who will). This will remove the potential to profit by speculating in land and increase the potential to profit by investment in the construction of new buildings or renovation of older, existing buildings.

Looking back on this interview now it is clear that most of the predictions came true. I say most because we still have the case of Nquthu and uMzinyathi pending. Up until a few weeks ago we had numerous deadlocks in Jozini. Policy analysts have fertile ground for new proposals in this area of our law. I say this because our law calls for a tossing of a coin to settle council seats deadlocks, however; in a locality polarized by partisan allegiance one would find that every decision would be unfortunately decided this way. One can easily foresee incoherence in decision making. Do better models exist internationally?
