I dont think that the golden dawn was weak but I know what you mean. I think that the Black bulls have the potential to be the number one guild but they are just too Lady to really try. Before Asta came they didnt really tried to be as good as the others. Also I think that most of the members of the Black bulls are severly traumatized, best example is Vanessa who has so much potential but is constantly drinking (I know its a little comedic Relief but she is absolutely addicted)
