longer hair doesn't really fluff but adds volume (i'm pretty sure) so i don't think it would. however short hair isn't the only thing. i think layers make it fluffier by default :D
It's not that simple. The way her hair is cut you can tell the stylist put in a TON of layers which makes it super fluffy by default. You can't just achieve this look with any old haircut, it has to be style very specific, plus using a hair dryer and other products to achieve a fluffy look.
