"It's not new at all" You're correct, the Soviet Union tried to implement this to shorten bread lines.

How do you get in to build or repair anything in those areas if you don't use vehicles? All the houses, buildings, etc. Seems like a monumental task if they're going to do it lugging in all the materials on foot. Seems more like wishful thinking than a possible reality. It sounds cool though. They better hurry up if they plan of having it done by 2030.
