I would say that if you go back far enough, "popular" was just a descriptor and not a genre like it is now. And both usages were often used in the mid twentieth century. Sometimes it described music that was meant to be pop like Herman's Hermits. Other times bands like The Rolling Stones were called pop even though they're rock. But they're popular. It can be confusing. The way we describe music changes so much over the years. Be careful not to take your modern assumptions with you when learning about music from the past. Country is a great example. Now country refers to the Nashville sound. But 100 years ago, blues artists would've been called country. I know that sounds wrong but it's true. Country just meant, rural type music. It's confusing.
