Your ports are circular all the way through, your tolerances are extremely loose, and your rotor barely has any vanes. The first thing i'd do is change your ports from circle to rectangle. Then, i would make the top opening on the rotors smaller and make the vanes go all the way to the center. Finally, i would make the tolerances between the rotor and stator a decent bit tighter. The issue with the circle all the way through ports is that the rotor will never fully close them, so they cannot fully chop the air.

Swap the rotors, maybe.
