It’s not from the PS2 dub, since “Nouveau Riche” NPCs didn’t exist until Yakuza 0. Some of them in 0 and Kiwami just have English voice lines. I guess they’re supposed to be foreigners?
I've heard that back in the 80s and 90s, learning English was standard in Japanese schools, and obviously for rich business types, it's important to know for overseas trips or meeting with clients. This guy probably had the money to pay someone to learn English without a noticeable accent. (Or more accurately, the guys in 0 who got recycled here)
