The Digital Operational Resilience Act (DORA) is a European Union (EU) regulation that establishes a framework for managing digital risks in the financial sector. DORA's goals include:
Cybersecurity resilience - ensuring that financial institutions can withstand and recover from ICT-related threats and disruptions.
Harmonized security practices - establishing a consistent supervisory approach across the EU to ensure that security and resilience practices are aligned.
Risk management - requires financial institutions to implement comprehensive frameworks for identifying, assessing, managing, and mitigating ICT-related risks.
Third-party risk management -introduces a Union-wide Oversight Framework for critical third-party providers of ICT services.
ICT Risk Management, Incident Reporting, Digital Operational Resilience Testing, Third-Party Risk Management, and Information Sharing.
DORA entered into force on January 16, 2023 and applies from January 17, 2025. Financial entities are expected to be compliant by Q4 2024
