As Contract Administrator for the City and Waste Management curbside pickup, I have Twice had Waste Management agree to provide free recycle containers placed at the yard waste facility in the last several years, which they most graciously provided for free. Why this continues to be changed is anyone's guess. Politics, I'm sure..... what a disappointment for everyone that has had to pay for this when it was never required to begin with.
